No thats not true, that particular rule was being inforced by the NFA and other match Organisers long befoire bait limits ever came into effect.
There are lots of reasons for that rule one that springs to mind is being skylined there is nothing worse when your bagging close in then the fish just stop out of the blue, you look round and some dude has been standing behind you in the skyline.
Lots of top anglers go for a stroill when nothings happening it gives thier peg a rest and you get to see what others are doing, I think its a stupid rule but its there to protect anglers from stupid anglers, people like Dave Harrel know how to conduct themselves on the bank, they wont get in your way and rarely skyline you.
