Different things could be happening.
You don’t need many fish getting their heads down to cause a disturbance on the bottom, as well as the bubbles the water would be very cloudy around that area and a lot of fish either go to the side or up in the water.
The fact is, when fish are rooting about on the bottom they are disturbing the sediment and are unable to see anything, maybe a few grains of sweetcorn will be seen!
If the bubbles are small the fish may be what’s known as gill feeding, fish feeding up in the water can cause this.
Fishing over a Jacuzzi can be very frustrating, try big bright baits, to the side & up in the water, it may work.
