In my opinion, for an EA baliff to enter private property IE, A gated property he would need to seek a court order unless invited, this is the same as police, inland revenue and all government bodies, they would not be legally entitled to trespass or break in,
As for the licence itself it doesnt matter if your fishing in a bath tub the fact is your fishing and a licenece is required unless your under the age threshold
