A few years ago I remember a float with an hollow type straw tip, with a hole cut into the bottom of the staw. Looked like a telegraph pole but extra sensitive.

billynobites I fastened a straw to the top of a waggler about 1" long, cut a hole in the bottom of the straw, dotted the float down to the tip with the straw above the surface, but the hole sub surface. Just as I remembered & it worked lovely, sounds a lot of fiddling but worth the effort for your mate I'm sure, its very sensitive for the amount of float sticking up.

Another great tip I will definitely pass it on, how big is the small hole? About the size of a match head or smaller? I take it it is just to let the water in as the float goes under so reducing the drag.

That's exactly right billy the hollow straw as no resistance, it's just the amount of float that's above the water, the hole I cut was about 3ml. Could possibly attach one to a pole float body. I think a drinking straw is not quite strong enough though. What alternative could be used I don't know but there are some cleaver chaps on the site you know they'll help.
