With a 6-10 elastic i'd be lucking to catch mainly silvers, and to cope with any bonus carp or tench i'd look at employing a pull bung to cope a little better. With this in mind i'd be looking to use anything between 2-4lb, i'd probably use an 0.11 or 0.12, with a size 18/20 hook, or depending on patterns a 16 at max.
With a 12-16 elastic you should be able to cope with most carp up to mid doubles depending on how tight you set it. With this in mind i'd be looking to use anything from 4-8lb depending on average fish size and the snagginess of the peg. in open water use something like 0.15 and close to snags anything from 0.18+. Hooks from an 18 upwards depending on the bait. You'll struggle to use a spade end 18 on 0.18 line though but the Preston PR36's have quite a large eye so you can still use a knoteless knot with this hook pattern.
I've heard a lot of people using black hydro say that it is too stretchy and that they still get run ragged from carp of 5-6lb. Personally I use latex elastics in all my top kits and have no problems using a size 14 for fish up to 9-10lb. Personally i can't afford to spend £15 per top kit. But using latex (i use sensas or maver) i can get two kits done for less than £3.
