Unhappy River Fishing

When fishing a river is it allowed to fish half way to the next angler on both sides of you or do you just fish half way down stream to the next angler.
I fished a river some time ago and when I fished the opposite way the river was flowing the angler in the next peg complained.

If it helps at all, under NFA model match rules on flowing water your fishable swim is designated as being as far down as the next peg, so you could trot all th way to the next peg but not above yours
