Default changing carp habits

Back in the early seventies although many of my local pools held carp,nobody ever seemed to catch any, especially normal coarse anglers using maggots casters and bread,even the carp anglers caught very little fish and anybody actually catching one would have drawn a crowd of people,nowadays even the older wiser fish at those same local pools, are often caught on simple baits like maggots casters or bread when fishing for roach etc,anybody have any ideas why.
