Default Permit to fish from a boat???

Hypothetically.
If I fish from a boat rather than from the bank do I need to buy a relevant permit from the controlling angling club whose stretch of water I am on.
In other words do the club own the rights to the bank or to the water or both?

The club owns the fishing rights so it doesn't matter whether your fishing from the bank, a boat or your back garden you need a permit.
