This is a subject on which I hesitate to offer an opinion, but seeing as you asked.....
I can only really say what I like to catch and that's very much influenced by the way I like to fish, which is waggler or pole. The last venue I went to had a choice of pools none of which I'd fished before, the owner asked me if I wanted a waiting game and the chance of a big carp, or to be busy all day. I chose the latter and though it was cold and windy I fished a short margin pole, trickle feeding maggots from a pot and was catching all day. A mixture of roach, rudd, gudgeon, crucians, perch and goldfish, nothing huge but it was fun.
At my usual venues I'll target the bigger roach and rudd for preference, unless I know there are tench in which case I'll go for them every time. Yes I am chuffed when I land a double figure carp and these days I tackle up to cope with them, learned that the hard way, but they're never what I go fishing for.

Stocking fish
I think it is hard to please silver anglers and carp anglers on the same lake. If you want to make money and fill the the lake with anglers 2 or 3 times a week then go for a silver fish lake Bream Roach crucians chub and a few perch to take the failing fish.By filling with silvers only the match weights will be very close and competitive.Much more even and much more skill. My club has 2 small lakes 1 a carp lake and one a silver lake with a stock of small carp for when these get to 5lbs they will be used to restock the carp lake.we try to keep all our members happy.Good luck with your new venture hope you do well.

I live in France and most of the match anglers round here go for roach, bream ,and tench.Ide is a good winter fish and shows up regularly in our winter matches. There are plenty of carp commercials around so why not try something different...

Probably depends if the venture is going to be your livelihood, & do you intend to eventually compete against the big boys in the area (i.e. Lindholme) or just run a quality match venue that pays for itself.
If it's going to be match orientated I agree with the comment above, a good mix of fish keeps it interesting. I don't think the majority want to know what is on the hook as soon as the float goes under. And personally I'd have a few carp but only as bonus fish so they don't make up the bulk of the weights.
It's nice to have a few carp so you have the tactical option to go for broke towards the end of a match if you know you need one or two bonus fish to stand of chance doing well, but I think it always puts a downer on match if one person starts bagging carp from the off from a regular carp stuffed peg (usually is one happy angler in that situation though !)
Having said that I have been fishing Hallcroft opens recently & that's not the easiest of venues to master, but what it has got going for it for people like me is that I can decide on the spur of the moment (Staurday morning) if I fancy a match or not. If I do it's just a case of loading up the tackle, head off to the venue, get a breakfast, & whatever bait/tackle I might need & I'm sorted for the day. And as hard as it can be at Hallcroft at least they are proper sized lakes & not puddles.
One thing is clear from all the comments you won't please everyone, so go with your instinct & good luck with it... I hope to fish there one day.

stocking policy
hi
thought i would throw my hat in the ring, i fish a venue near Preston called Horn's Dam it is absolutely stuffed with skimmers and roach with bigger bream and a decent head of carp present. It is the best fishery our club fishes every year and doesn't matter what time of year we go there. Ok the carp come out in the matches but very rarely do a carp only net win. I have drawn all over the place on there and even in the coldest of winter matches caught 10-14lb of roach or skimmers depending on which peg i am on. Being from a canal fishing background this is refreshing to say the least when compared to the usual fisheries on offer.
i would rather catch 10lb of roach and skimmers and have bites all day in the colder months than sit and wait on a peggy venue for one fish to turn up. i like to fish an even venue and it strikes me that most commercials now are becoming increasingly peggy
cheers

Difficult this one Simon I've read all the replies you've had and the only thing you can be sure of is you can't please everyone, also I don't think its possible to have a really fair venue only the fish know where they want to be in any water, my vote was for a mix of carp, tench, skimmers & roach , but I'm changing it to just bigger bream, skimmers & roach. just because they are the species I prefer to catch but I suppose that's what everyone has done I.E. given their choice. ultimately it's your venue & your choice, I hope what ever decision you come to it works out.
Good luck Simon when you open I'll be there.
