I dont think what pole you use matters i think its all down to the elastic and how its set up

i think it makes a huge difference to what pole you have if you have a cheap £100 brand new 13m and a £230 brand new Shimano Technium 13m the difference will be amazing when you lift the pole it wont bounce as much it will be lighter therefor easier to hold stronger wont break as easy.

it makes all the difference in my view.

Fert. depends on how much you can afford and how cheeky you can get with the tackle dealer.
most mid price "match poles" (£350-750) come with a mixture of match top3's and power top 2's. tell the dealer you buy it from him if he'll swap the power tops for match tops, shop around someone will do you a deal especially on the poles they are likely to shift the most of MAVER, Diawa.

Depending on where you intend to do most of you cut fishing you won't need a 16M pole so try them out at 11, 13 and 14.5 to see how much they bounce on the strike.
You could also go down the 2nd hand route or go for last seasons model, both are usually cheaper but you may then struggle for spare.

I use a MAVER K27 for all my canal work and it has never let me down in the 5 years i've had it.

The best pole BY FAR is the Colmic X5000 - but unless you are prepared to pay £2000+ don't bother picking one up because you WILL want one if you touch it!

There as only ever been one true great canal pole and that is the DAM futron. This pole had legendary cult status around the west mids canal circuit and is still used by a load of top cut anglers. Think it is still available through Fishermans Friend.
