Pellet mate, but I had a mare of a day I was fishing really light trying to catch the stockies and all I could hook was the big boys foul hooking to many that's why I was fishing so close in. Peg 15 is like one big slope you eventally get flat spots about 14.5m out. There was loads of carp about but not really feeding just swimming under the surface. I needed to step up was fishing 0.12 went to 0.16 was okay then. Your approach of peg 21 was spot on with the lines but I wouldnt feed with a pole cup just yet just kinder pot the bait in and wait for the fish its going to be cold now all week so Friday will prop fish simlar to today. The fish tend to move in and out all the time of late so it can pay to chop and change, but I would base my attack on pellet or corn over it.
